Anyone have an estimate as to what the Cost per square foot is to open and or operate a free-standing, 110seat, white table cloth restaurant.

Where? Kansas is less expensive than San Francisco.
Build from the ground up, walls in or on an existing restaurant pad?
Even with that information it's only going to be a wild guess untill the architect draws up the plans. Even then there are the variable of Equipment, furnishings, soft goods and ones own sense of what is absolutely necessary what is not.
But OK, given all that, if I were forced to give it a shot in the dark; In Down Town Anywhere Middle America in an existing building walls in I'd guess $250.00 to $300 a square foot not counting land scaping and redecorating the outside of the building.
