This is all new to me. I love to cook and feel I'm good at it. I am not a chef. I want to start a business of preparing home cooked meals for people at my location and delivering it to them. Is this what you are referring to as HMR? So then a personal chef/cook is when you cook the meals in their home? From what I'm trying to understand then is that I would be considered a caterer for all legal purposes? Help! I want to be legal with this and am looking for answers.

There's alot of questions in your post Kim, too many for me to answer. Many of them have been asked and answered several times at this site. Try reading more related posts or doing a keyword search (on the left side of this screen). You should find all your answers that way.
