I have been trying to get information about the "North American Professional Caterers Association ", their turn in an illeagle caterer campagn and thier certification process. I have been unable to find any information on them.

This is something that is being done locally by the members in my area.(me) NAPCA is supportive. The certification process is:
Food Service Permit for 5 years
1 Million Plus Liability Insurance.
5+ years in business as a professional caterer.
Full Service catering, (not KFC pick up or Pizza Hut delivery.
Completion and passing of the certificaton exam.
