: Can't give a definate answer not knowing the specific laws, statutes & regualtions in your locale...in my locale, which is a mid sized metro area, you cannot operate a concession type business (which is what you are describing), without a fixed based commmissary - kitchen, which is licensed, inspected & approved by the myriad of regulating agencies......just the facts in my area, check with the local agency that inspects food service operations for the definate answer...good luck.....sam sears, cec
