I believe we are talking about culture.
Would you object to an observant Jew wanting a Kosher Caterer, by definition they would have to Jewish. How about a Greeks wanting a Greek restaurant Cater their event, Persian, or Italian. Its true we may mimic these cuisine at times but do we truly understand them.
From what I have observed, African American Cuisine is as distinguishable as the examples sited above.
I don't know of any specific African-American Caters in the LA area (I am in Ventura County) But A starting place may be the site; culinaryconnect.com they are featuring The African-American Great Chef Series on video.
