If you are looking for start-up kitchen space in NYC, call Gansevoort Kitchens (ready-to-go professional kitchen space for rent by the day, week or month; (212)925-6604 - voicemail may not say "Gansevoort Kitchens" but this is the correct number).
Where are you based and what type of business? If you can provide more specific info I may have some further suggestions. I would imagine there must be similar rent-a-kitchens available in other cities.
Many new caterers I know also try to team up with restaurants or other non-competing foodservice businesses and rent their kitchen during down time. Remember, however, even if you resolve the kitchen space question, you still need a functional office space if you are trying to grow a business.
