The answer most likely would not be easy. Each of the 50 states in the US, has its own basic sanitation codes and these are augmented buy various county and municipal codes. I'm sure similar provisions are common world wide. (you didn't say where you were)
Also, if there is money to be made, there are also probally other folks doing the same thing, and most likely these folks would not take kindly to a new fish entering their waters. Here on LI NY the response would be a polite, or not so polite, cease and desist followed eventually by your truck and or comissary being burnt to the ground.
Better understand ALL of the problems before you put any money into this one!
