Pacific Institute of Culinary Arts offers a longer more intensive program that gives you real life experience in their student restaurant. The coursework is 3 months in class and 3 months in the restaurant. Dubrulle's program is only a 17-week diploma course. The program is about C$2,000 cheaper and is based on classic french techniques. If you want a solid strict french background in cooking and baking I'd choose Dubrulle, If you want a well rounded education I'd go for Pacific Institute.
