You'd probably have to work for free unless you have the necessary papers. Your school should be able to help you with this. No? These cities are very expensive to work in if your planning on not getting paid. If you're American why don't you try to work first with some good local chefs who may have connections in these cities. I think it is best to work at least one year out of cooking school before going to Europe. It is better to go in with a little speed and competence.
