Planning for small deli/foodshop

Hi folks -

I suppose I am in danger of being a cliche, but I
have been working in my current field (computers) for
almost twenty years and am starting to plan an exit. I
enjoy and have some small talent at cooking, and am
considering opening a deli/food store (high end) as the
next career. I am giving myself several years (3-5) to
put together the money, know-how, and training to pull
this off; however I can't realistically drop everything
and go back to school full time.
Suggestions on how to get started? I live near a
university (U-New Hampshire) with a hospitality
management program; is that worth looking into? How does
one go about learning what licenses/training are
required by the government? How does one go about
estimating equipment, required stocks, etc? Is this all
just a pipe dream?

Any comments would be greatly appreciated.
