Help ! burnt pastry bottoms !

I have a question :
when I bake my pie at 400f for 10 mins and reduce to 350f for
the next 20 mins, the pie base is always burnt
If I extend the baking time at 300f,the pie turns dry.
I put the pie on the middle rack. Why does that happen ?
