Fund raisers can provide some very high visibility P.R. if done
properly.
We view fundraisers as part of our advertising/p.r. budget and
carefully control the amount we spend on them on an annual basis.
For requests received after our budget is spent, we sometimes
offer to participate on a cost basis. We receive requests for
everything from gift certificate donations to full service events
for 500.
There are some charities that we support and so we budget for
them at the beginning of the year. What's left in the budget is
allocated during the year, but not necessarily first come, first
serve. This way we can pick and choose our contributions and we
have a built-in excuse for those we choose not to support.

I don't understand your question about mixing professionals with
non-professionals, but if you mean using the charity's volunteers
do so only in areas that can be separated and clearly defined.
