You would need a license from the city, county and state to operate a food service business just like the licenses that the rest, you work at carries.
Insurance required would be product liability( poisoning someone, serving glass) and property liability. the rental hall should ask for your insurance prior to you arranging any foodservice within their premises.
I to live in Florida and have run up against these situations many times.
