I have recently been diagnosed with diabetes...although I have no trouble regulating my glucose levels now there is always room for improvement. I would like to make a loaf of bread with some sort of substitute if that is possible. How would I go about doing it???

What exactly is it in the bread that you want to substitute? From my knowledge of diabetics (my dad has also just been diagnosed) you have to be careful of the fats and sugars that you consume

Just a simple french or italian. I am tring to lower the carbs or increase the fiber to lower the glycemic index. A flour substitute? what about the gluten? Addition of wheat germ? I am a type 2 diabetic, although my doc has not officialy diagnosed me, so I can eat most things. I just want to expand my diet as well as my culinary knowledge.

Ok had a bit of a look around. If you are wanting to increase the fibre in the bread that you are making you can replace the white flour with either wholegrain or wholemeal flour.
Gluten shouldn't be a problem unless you are a celiac aswell (alot of people with diabetics are also celiacs).
Carbohydrates - there are two groups of these, simple and complex. The simple carbs are contained in foods that are highly refined like white flour and sugar. Complex carbs are found in foods such as wholegrain and so on, they break down slowly within the body and therefore are better ones to consume.
So after all of this (I have to tell you I'm not a nutritious) I would simply say look for a bread recipe which contains either wholemeal or wholegrain bread and you should be fine.
