If you don't like to use buttermilk, use regular leche (milk) and add 2 more ounces of Baking Powder for the Soda.
Since I don't know what your flour is like, adjust the liquid till its right. Where I am, flour tends to be very dry,

Scones/Shortbread

Amount Measure Ingredient -- Preparation Method
-------- ------------ --------------------------------
3 lb Pastry or A/P Flour -- sifted
8 oz Sugar
2 ea Lemons, zested -- fine
1/2 oz Salt
1 oz Baking Powder
1 oz Baking Soda
20 oz Butter, Unsalted
12 ea Eggyolks
20 oz Buttermilk

Sift flour with soda and baking powder. Add sugar, lemon rind and salt.
Cut in butter until peasize.
Combine buttermilk and eggs.
Add just until dough pulls together.
Place on bench and fold dough 5-6 times over itself, until gluten starts to develop.
Pat into a 3/4" thick rectangle and eggwash with yolk/cream wash.
Top heavily with granulated sugar.
Divide into triangles and place on parchment lined sheetpan, closely spaced.
Bake at 400F for 20-25 minutes.

NOTES : Can be filled with blueberries, raisins, bushberries applied during folding between layers.
Use as shortcake, by splitting after baking and apply fruit filling as ordered.
