Yes, it is breaking copyright laws whether she makes one or many. There are checkers that are out there who check on these type of things also. You can, however, buy figurines of the character and make a "scene" legally. go that route. It is not worth the $10,000 fine let alone being known as a person without integrity enough to respect someone else's hard work.

: iF SHE MAKES A MILLION CAKES IT WOULD BE A PROBLEM, but if its just one off type things and small scale production I doubt they would even get to hear about it. Legally ,yeh its infringing but so what. Winnie the pooh on T shirts is a problem because they get printed by the hundred, Disney is very tough on infringers, the saying is "don't mess with the mouse".
