Oh, but you misunderstand the dynamic here, Gerard! The true purpose of the Federal government is not to accomplish work -- it's to provide gainful employment for the relatives and constituents of Congresscritters. Therefore, the less efficient a process, the more employees are needed to attempt to implement it and the more effectively its actual intent is fulfilled ...
