By weight is absolutely the most accurate way of measuring. A pound is always a pound with modern digital scales weighing to the .01. Volume measurements can be inaccurate because of compacting or air bubbles in the case of solids or surface tension , even barometric pressure, (on the line, at the line, in the middle of the line?) in case of fluids. In household recipes the difference may not matter but in volume recipes the inaccuracies multiply themselves. Yet even with that, as Gerard said, you must know what the finished product should look and feel like because of the variables of humidity, how much moisture already in the flour.
Scaling is very important to recipes were ratios are important such as pie dough, and puff paste.
