If you are a registered catering business, you need only apply for site liquor licencing. Your "already" insurance should be in place as well as workmen's comp, pension, etc.
The catering halls will or should be set up with their proper hall licence.
House catering is a different store.
If you do not have a catering licence and permit, it is to your benefit to get one. I need a licence for my facility and a yearly licence to do outside catering.This covers me, completely.
I agree about the insurance but I am more afraid of a client getting injured while in my care. So make sure your insurance is in place.

The question is if I rent different kitchens on an as needed basis, what type of liscence is needed

: First, the kitchens you rent must comply with local health department codes.
: Secondly, YOU must comply with local health department practices of food protection and sanitation. (Get certified, contact your state restaurant association for future seminars)
: Thirdly, you will need a local business license and a state sales tax identification.
: Forthly, you will need general liability insurance and property to protect your stuff.
