Well, I think you are over-reacting.
Its an interesting conundrum though, what if the owner had caught the fish himself?
On Cape Cod nearby, most fishermen have arrangements with local restaurants, the local eateries will take whatever the fisherdudes can catch.
I used to serve fish I caught myself in my restaurant, no big deal although I called it what it was.

You'd have a point if it was actually chilean sea bass being served as striped bass but this is the other way around and they are getting better fish than advertised.
Its a shame to waste it on inferior species.
I served mine raw, Nu et Crue striped bass.
It was handled better than commercial fish are handled, on the cape they just sit in the bottom of the boat til the fisherman is done.
Business has an ethic all of its own.
